I'm assuming you must be meaning in 6th gear because this is what we are talking about.
To have boost applied then positive pressure needs to be applied to the throttle, which at only 1350rpm in 6th gear would definitely labour the engine.
Presumably you did this purely as a one off experiment because to regularly drive like this would be detrimental in the long long term to the engine and gearbox.
I have just tested to see what speed 1350rpm was in my car in 6th gear and it was approx 31mph.
When trying to accelerate the throttle is virtually unresponsive and any increase in speed is better measured with a calendar.

Don’t worry, what I did was of no way detrimental to the engine, it was fairly comfortable with it. And the ecu was happy with it, not asking to change down. But…… not the way I drive though, I eat and sleep engines, worked on probably hundreds and can feel any pain they do!!! In the Puma, which does pull pretty well from low revs, in normal with traffic driving I tend to hold around 1750 minimum. The Cupra will change up and drop to 1350+ at light throttle whether you like it or not!

I was getting +ve boost not much above 1350 in the Puma. Certainly vaccuum was overcome and it was accelerating. By the by anyway as it was just an experiment, but the 1.5 200 engine is capable pulling 1500 + without issue in the right circumstances. I only use 99 octane fuel which could make a difference here too.
